Psychologists from Liverpool University are advising the police in Portugal on the best way to handle England football fans, if England make it to Euro 2004.
Apparently the Portugese police shouldn’t wear any riot gear, should say hello when they see England fans and create a ‘positive dynamic’.
These guys say that Japan/Korea 2002 was a success because of good policing, where as France 1998 had a lot of violence because the cops weren’t up to speed.
Lets start at the beginning. At a lot of fans from England just like to have a good punch up. Even more if they’re in a big group. Multiple this by ten if they’ve had a load to drink. And they’re not the most sophisticated of traveller’s.
Japan/Korea 2002 was trouble free because it was too far away and too expensive to get to.
Look at where there’s been real problems, Euro 88 in Germany, World Cup 90 in Italy, World Cup 98 in France. All tournaments held in the height of summer, in countries close to the UK, where there’s plenty of cheap booze.
Portugal fits that profile to a tee. The World Cup 2006 in Germany is a hooligans dream.

I’ve got the solution for the Portuguese regarding Euro 2004. Any asshole who starts trouble gets to pick grapes on a chain gang for 2 years in the Douro valley in 100 degree heat.
